The Visitor ID service is not dependent on RDC but Adobe recommends migrating to an RDC when you are doing a Visitor ID service implementation because there are other benefits such as the performance and accuracy of data collection. If you are not able to migrate at this time it is possible to use the traditional tracking server.

Each web property should have the visitor ID service implemented, use the same Marketing Cloud Organization ID, and the correct tracking servers. Outside of those requirements there are no special considerations.
